The Government of Liberia is advancing agriculture by activating the Seed Development and Certification Agency (SDCA). A workshop and the first National Seed Board meeting took place on May 7-8, 2025, in Monrovia. These events marked a commitment to building a resilient seed system. The Ministry of Agriculture organized the events under the Seeds4Liberia project, funded by the European Union. Key stakeholders included representatives from various agricultural organizations and the private sector.
The SDCA was established under the Liberia Seed Act of 2019. It is now responsible for seed certification, regulation, and policy coordination. The agency aims to provide certified seeds that are accessible and affordable for all farmers. "Developing our seed system is crucial for food security," said Hon. J. Alexander Nuetah, Minister of Agriculture.
During the workshop, Mr. Jobson Momo, Director General of the SDCA, shared its strategic direction and regulatory framework. Experts from AfricaRice, IITA, and WorldFish discussed quality assurance in rice and fish seed systems. They emphasized harmonized certification standards across value chains.
At the National Seed Board meeting chaired by Hon. Nuetah, several actions were approved:
- Endorsement of the workshop report.
- Approval of an institutional logo featuring rice seed and fish.
- Authorization to open a dedicated bank account for financial operations.
- A recommendation for a full operational work plan within one month.
Board members acknowledged funding constraints. They agreed that SDCA would operate under a transitional arrangement within the Ministry until it gains financial autonomy. The board also proposed appointing a co-chair to ensure governance continuity.
Workshop participants validated seed certification forms developed with AfricaRice's support. These tools will form Liberia's national seed quality assurance system backbone. Stakeholders recommended better coordination between SDCA and other authorities for fish seed certification and tree crop standards.
The European Union's Seeds4Liberia initiative was recognized for supporting seed system reform in Liberia. This initiative helps integrate improved varieties of crops into sustainable practices.
The events highlighted the need for ongoing investment in capacity building and infrastructure development for SDCA's success. Policymakers reaffirmed their commitment to supporting Liberia's national seed roadmap for long-term transformation in this sector.
With strong political will and multi-stakeholder engagement, Liberia can achieve food sovereignty through an inclusive seed certification system.
