Hailemariam Desalegn Boshe, Chairperson of AGRA, visited Liberia for three days. He urged the government to commit 10% of its national budget to agriculture. This aligns with the Comprehensive Africa Agriculture Development Programme (CAADP). Earlier this year, Liberia reaffirmed its commitment to CAADP principles at the Kampala Declaration.
During a meeting with Ministry of Agriculture officials, Mr. Boshe stressed financial commitment. He said it shows political will and attracts international support. "If Liberia wants to transform agriculture, it must reflect in the budget," he stated. "CAADP sets a minimum benchmark of 10% for agriculture." This allocation signals readiness for transformation to partners and investors.
AGRA is an African-led institution focused on agricultural transformation across Africa. Mr. Boshe's visit followed an invitation from President Joseph Nyuma Boakai. The goal is to strengthen AGRA's partnership with Liberia and develop a legacy program. This program aims to boost food production, create jobs, and attract investment.
Drawing from his experience as Ethiopia's former Prime Minister, Mr. Boshe shared insights on investment: "Ethiopia was once food insecure but is now a net exporter." He emphasized that change requires resources and implementation of policies. "Budgets do deliver results," he added.
He also called for a whole-of-government approach towards agriculture: "It’s not just one ministry’s responsibility." Agriculture should be treated as a national priority, moving beyond subsistence thinking toward resilience and sustainability.
AGRA's technical team supports Liberia in designing a flagship program for the Africa Food Systems Forum in Dakar in 2025. The aim is to enhance agricultural value chains and ensure long-term food security.
Minister of Agriculture Dr. J. Alexander Nuetah welcomed the AGRA delegation's message: "Let the President hear it." He emphasized that donor support cannot replace government commitment.
Chairperson Boshe mentioned Ethiopia’s success with coffee production: "We can help bring 'Coffee Liberica' to the global stage." He highlighted the importance of quality control systems in achieving this goal.
This visit reaffirms AGRA's support and marks a significant step in Liberia's agricultural development agenda.
