The National Identification and Registration Authority (NIRA) has reassured Ugandans about an upcoming digital exercise. This initiative aims to renew 15.8 million expiring ID cards and register 17.2 million new citizens. NIRA Executive Director Rosemary Kisembo emphasized the importance of citizen cooperation for a smooth process.
Citizens must visit their nearest registration point with required documents. They can register or renew their IDs starting May 27, 2025, across all 10,594 parishes in Uganda. Families are encouraged to bring everyone, including children and the elderly.
Different requirements exist for renewing IDs, registering for the first time, or changing details. Renewals will occur at parish levels, while changes must be made at District NIRA offices. Online pre-registration will also be available starting May 27.
For ID renewals, applicants need their National Identification Number (NIN). To renew an ID, provide your name, NIN, and card expiry date. Having the physical card is beneficial but not mandatory.
Kisembo highlighted that local council chairpersons will play a crucial role in this process. They will help identify citizens and communicate schedules for mass enrollment. The new IDs will include biometric features like fingerprints and iris scans.
This mass enrollment drive is expected to benefit over 33 million Ugandans by June 2025. State Minister for Internal Affairs Gen. David Muhoozi confirmed that a pilot phase tested systems from May 2 to May 26.
Key services during this period include free ID card renewals and new registrations for children and adults. However, changing particulars will cost UGX 200,000 while replacing lost cards costs UGX 50,000.
Applicants must present proper identification documents during the process. For renewals, either an expired ID or a police letter is needed if lost. First-time applicants should provide proof of parentage or ancestral ties.
Muhoozi urged all Ugandans to participate actively in this exercise as identity is vital for planning and security. The government aims to complete the renewal process before August 12, 2025.
During initial months of processing, it may take up to four weeks but could shorten to two weeks later on as systems stabilize. He cautioned against duplications; those with existing NINs should not re-register but use Change of Particulars if necessary.
The registration center at each parish will have designated zones for different services such as vulnerable groups and mass enrollment/renewal applicants.
Citizenship categories under Uganda's constitution include citizenship by birth/descent and naturalization among others.
For each service offered:
1) Renewal: Free with original or photocopy of expired ID.
2) New Registration (children): Free with parent's ID copy.
3) New Registration (adults): Free with parent's ID copy or other valid documentation.
4) Change/Correction: UGX 200,000 at District offices only.
5) Replacement of lost ID: UGX 50,000; advised to renew instead if lost.
