Basic National Security Expenditure/Operations Education for AG- The Case of Adu-Boahene

Frank Anane Dekpey, the driver and errand boy, provided a witness statement. He stated that he runs bank errands to withdraw cash. He delivers this cash to the National Signals Bureau in Labone. This practice is common among national security agencies. They use cash to fund operatives and special operations.

His statement contradicts the Attorney-General's claim. The Attorney-General said Kwabena Adu-Boahene withdrew cash for personal use. Since Dekpey does not know details of special operations, his statement may not matter much.

Edith Ruby Adumuah also gave a statement regarding the accounts. She admitted that the Director General and National Security Coordinator managed these accounts. Therefore, she was not aware of transactions on those accounts. She operated on a "need to know" basis. Thus, she might not have known that "Private BNC" was an authorized Special Operations SPV.
