Finance Minister Dr. Cassiel Ato Forson has revealed that the BoG is seeking a GH₵53 billion bailout to address its negative equity.

Presenting the 2025 Budget Statement, he also disclosed that government arrears have reached GH₵67.5 billion (5.2% of GDP), with the road sector alone accounting for GH₵21 billion. Since assuming office in January 2025, the government has faced overwhelming payment requests from contractors and suppliers.

A special assessment confirmed GH₵67.5 billion in unpaid claims, excluding $1.73 billion owed to IPPs, GH₵68 billion by ECG, GH₵32 billion by COCOBOD, and GH₵5.75 billion by the Ghana Road Fund. These figures highlight the severe financial strain on Ghana’s economy, requiring urgent interventions to restore stability.
