Former Finance Minister Dr. Mohammed Amin Adam has refuted claims that the fourth Domestic Debt Exchange Programme (DDEP) coupon payment was solely due to President John Mahama’s directive.
In a Facebook post on February 17, 2025, Dr. Amin Adam stated that the previous New Patriotic Party (NPP) government had already established measures to ensure seamless coupon payments.
He highlighted that the NPP government made three prior payments between August 2023 and December 2024, totaling GHS17.25 billion in Payment-In-Cash (PIC) and GHS9.77 billion in Payment-In-Kind (PIK).
He emphasized that the NPP administration built buffers in the Debt Reserves Accounts to support upcoming debt obligations, ensuring no defaults. These preparations laid a strong foundation for continuity, challenging the narrative that the fourth payment was solely due to the new administration’s directive.
