At the Tax Auditors’ Conference 2025, Henry Laryea Quartey, Senior Manager of Tax and Regulatory at Deloitte Ghana, recommended key leadership strategies for the Ghana Revenue Authority’s Audit Transformation Agenda.

He stressed that GRA’s digital vision must be grounded in Ghana’s unique needs, taking into account local technology infrastructure, taxpayer demographics, and staff capacity, rather than solely adopting global best practices.

Quartey advised a phased digital transformation to allow for testing and refinement of new audit methodologies, digital tools, and risk-based approaches.

He also emphasized the importance of consistent stakeholder engagement and effective communication with taxpayers, suggesting public surveys and focus groups.

Additionally, he urged GRA to empower internal “digital champions” and learn from international examples such as Rwanda, Italy, and Estonia.
