Banking Consultant Dr. Richmond Atuahene has praised Finance Minister Dr. Cassiel Ato Forson for his transparent disclosure of Ghana’s debt situation in the 2025 budget.
Speaking at the launch of Deloitte’s 2025 Budget Analysis Report, Dr. Atuahene noted that, for the first time in 17 years, a finance minister has provided actual debt figures, including the Central Bank’s insolvency, marking a shift from past presentations that focused only on GDP growth.
Meanwhile, Deloitte’s report cautioned that abolishing “nuisance taxes” such as the E-Levy, Betting Tax, and Emissions Levy could jeopardize revenue targets of GHS 224.9 billion.
While the government has introduced revenue-enhancing measures, Deloitte emphasized the need for broad stakeholder engagement to ensure policy effectiveness.
