Mr. Boadi-Mensah spoke at The Money Summit 2025 in Accra.
He highlighted that 80 percent of Ghana’s workforce is informal. These workers are not part of any regulated pension scheme. He believes they should be included in pension funds.
Denying them retirement protection is a social justice issue, he said.
The National Pensions Regulatory Authority (NPRA) has created a micro-pension framework. This framework addresses the needs of informal workers and promotes inclusivity.
It allows for daily, weekly, or monthly contributions. It also offers long-term and annuity-based retirement options.
The NPRA is collaborating with stakeholders to create incentives for informal workers. These include contribution-matching incentives and tax reliefs to encourage participation.
To enhance accessibility, NPRA is using technology to develop a digital platform. This Pension Digital Ecosystem will simplify onboarding and benefit access.
Mr. Boadi-Mensah also discussed diversifying pension investments. He emphasized the need to manage exposure to government securities and bonds due to hidden risks.
