Finance Minister Dr. Cassiel Ato Forson is set to present Ghana’s 2025 Budget to Parliament on March 10, pending parliamentary approval. This follows the Expenditure in Advance of Appropriation approved in January, which allocated GH₵68.1 billion for government spending from January to March 2025.

The Finance Ministry has issued budget guidelines to various ministries, emphasizing spending prioritization to help reduce Ghana’s debt stock. The budget aims to reset the economy and stimulate job creation through the 24 Hour Economy Programme.

Proposed measures include scrapping the betting tax, COVID-19 levy, and E-Levy, potentially creating a GH₵10 billion revenue gap. The budget is heavily influenced by Ghana’s IMF programme to ensure policy alignment, with IMF representatives currently engaging with the government on budget preparations.
