Franklin Cudjoe calls for cancellation of KelniGVG contract

Franklin Cudjoe, President of IMANI Africa, is calling for the cancellation of the Kelni-GVG contract. He cites a lack of transparency and value for money.

The $179 million contract was awarded in 2018. It aimed to create a telecom revenue monitoring system.

In a Facebook post on April 10, Cudjoe questioned Kelni-GVG's effectiveness. He noted that no reports have been issued since the contract began. “So far, not a single report of KELNI's success has been published,” he stated.

Cudjoe highlighted the high costs associated with the contract. Ghana pays $1.5 million monthly, totaling $18 million annually, without benefits.

He urged the Operation Recover All Loots (ORAL) committee to invite the former Communications Minister. He wants her to explain why she spent $179 million on what he calls a scam.

Meanwhile, Samuel Nartey George, Minister for Communications and Digital Technology, announced that the government will not renew the Kelni-GVG contract.

At a press conference in Accra on April 9, he explained this decision aims to improve Ghana’s digital oversight systems. The goal is better efficiency and value for money.

The Kelni-GVG deal was signed in 2018 to monitor call traffic and ensure accurate revenue reporting by telecom companies. Since its inception, it has faced criticism over job duplication and unnecessary spending.
