In 2024, Ghana generated approximately GHS 17.3 billion from taxes, levies, and margins on petroleum products, according to Kodzo Yaotse of the Africa Centre for Energy Policy (ACEP). This included GHS 7.6 billion from margins and GHS 9.7 billion from taxes, applied to every litre of fuel consumed.
Despite these revenues, ACEP criticized the allocation of funds, noting that most levies address energy sector inefficiencies and legacy debts, with limited direct support for energy consumption.
The Energy Sector Debt Recovery Levy, for example, has failed to reduce the sector’s $3 billion debt.
Mr. Yaotse also condemned the introduction of new margins, which increased consumer burdens without resolving inefficiencies.
ACEP called for greater transparency and the redirection of petroleum revenues toward critical infrastructure and efficiency improvements.
