Mr. Kenneth Gilbert Adjei, the Minister for Works, Housing and Water Resources, has inaugurated a new Board of Directors for Ghana Water Limited. He aims to reposition the utility as a model of efficiency and accountability in delivering safe water nationwide.
During a ceremony in Accra, the Minister swore in the new Board. He described this action as vital for governance and leadership in the water sector. He emphasized that it is not just an administrative task but a national obligation crucial for development.
The new Board is chaired by Mr. Eric J. Biliguo Adama, nominated by the President. Other members include Mr. Adam Mutawakilu (Acting Managing Director), Dr. Hadisu Alhassan (Worker's Representative), Prof. Afishata Mohammed Abujaja, Alhaji Abu Mahama, Mr. Ibrahim Abdul Jalil, Agbesi Nutsu, Prof. Jasper A. Ayelazuno, and Mr. Mathias Kwame Ntow.
The Minister reminded them that water is now a strategic economic resource essential for public health and industry. "Your role involves overseeing management and direction," he stated.
He highlighted challenges facing urban water supply: ageing infrastructure, high Non-Revenue Water (NRW) levels, limited investment, and poor source quality. With over 56% of Ghana's population living in urban areas, demand for clean water is rising rapidly.
Mr. Adjei urged the Board to abandon "business as usual." They should embrace professionalism and transparency while striving for excellence.
"You must lead with vision and act with integrity," he said. The Ministry will support them with clear Key Performance Indicators (KPIs).
These KPIs include reducing NRW from 50.55% to 30% by 2028 and increasing urban coverage to 95%. They also aim to boost revenue collection efficiency to 98% while reducing arrears age to two months.
He cautioned against micromanaging GWL management and stressed strategic oversight instead. "Mutual respect and alignment are essential," he added.
"You have been entrusted with a sacred duty," he stated firmly. Strong leadership is vital for effective public administration.
Mr. Adjei noted that public trust in state institutions is under scrutiny due to climate change and urban growth demands better value from citizens regarding natural resources like water.
In this context, he urged the Board to maintain transparency and prioritize ethical behavior focused on serving Ghanaians' needs.
Mr. Eric J. Biliguo Adama expressed gratitude to President John Dramani Mahama for his trust during this critical transformation period at GWL.
He acknowledged the Minister's strategic direction on reducing non-revenue water and increasing coverage rates significantly.
Mr. Adama pledged full cooperation with management to achieve set KPIs while ensuring operational efficiency across the country.
"We understand our responsibility well," he concluded confidently, emphasizing their commitment to improving access to water services for all Ghanaians.
