Leaked documents exposed fast-tracked approvals, ignored financial and technical requirements, and environmental concerns. The company, lacking industry experience, allegedly presented flawed financials, including capital expenditure errors, inconsistent revenue projections, and unrealistic payback periods.
Despite these discrepancies, the lease was approved, sparking allegations of regulatory capture and preferential treatment.
