The Africa Center for Economic Transformation (ACET) describes Ghana’s economic performance over the past two decades as a mix of highs and lows.

While GDP growth peaked at 14% in 2011, external shocks like the commodity super-cycle collapse (2014–2015) and COVID-19 (2020) slowed progress.

Industrial competitiveness remains weak, with raw materials dominating exports and minimal value addition. Despite poverty reduction, inequality and high youth unemployment persist.

ACET urges policy coherence, export diversification, stronger sectoral linkages, and gender mainstreaming to drive economic transformation.

Enhancing labor productivity and building a competitive industrial sector are key to achieving a resilient and inclusive economy. The report was supported by ISSER and leading economists.
