Ghana is set to pay GH¢150.3 billion in domestic debt service over the next four years, representing 11.6% of its GDP.

Finance Minister Dr. Cassiel Ato Forson, presenting the 2025 Budget, highlighted that 73.3% of this obligation is due in 2027 (GH¢57.6 billion) and 2028 (GH¢52.5 billion), calling these payments “cancerous” risks to the economy.

The country also faces GH¢111.1 billion in short-term treasury bill maturities that require weekly rollovers, adding liquidity pressure. Additionally, external debt service obligations will total $8.7 billion (10.9% of GDP), with 55% due in 2027 and 2028.

Dr. Forson criticized the previous administration’s debt restructuring for concentrating repayments in those years without building financial buffers. He assured that the government would take steps to address these fiscal challenges.
