Audit and advisory firm Deloitte predicts that the Ghanaian government will intensify its revenue generation efforts in 2025 through various measures. These include hikes in existing taxes and tariffs, the introduction of a green tax, and the reintroduction of road and bridge tolls.
The government also plans to implement an electronic bookkeeping system and a simplified digital platform for its modified tax scheme to expand the tax base.
Deloitte’s 2024 West Africa Focus report projects these efforts will reduce Ghana’s fiscal deficit from 4.4% of GDP in 2024 to 3.9% in 2025.
However, Deloitte warns that these revenue-boosting measures may increase inflationary pressures, although if the additional revenue is invested in capital projects, it could mitigate this effect.
This approach contrasts with President-elect John Mahama's plans to repeal certain taxes in early 2025, though their removal would have a minimal fiscal impact.
