Finance Minister Dr. Cassiel Ato Forson has disclosed that completing 55 stalled projects left by the previous government will take at least 12 years due to IMF-imposed financial constraints and bilateral creditor debt restructuring.
Presenting the 2025 Budget Statement in Parliament, he explained that the debt restructuring has resulted in $3 billion in undisbursed loans and $300 million in unpaid bills, halting key projects such as Effia Nkwanta Regional Hospital, Kejetia Market Phase 2, and major road projects.
Dr. Forson noted that the IMF program limits annual disbursements to $250 million, significantly slowing progress. He assured Parliament that the government would engage stakeholders to find solutions and resume construction.
