Ghana’s Parliament has passed the Growth and Sustainability Levy Amendment Bill 2025, increasing the levy on gold mining companies from 1% to 3% of gross production and extending its application until 2028.
Finance Minister Dr. Cassiel Ato Forson justified the amendment, arguing that rising gold prices provide an opportunity to boost government revenue for national development. However, Minority Leader Alexander Afenyo-Markin opposed the move, warning it could burden the struggling extractive sector.
Despite opposition concerns, the bill was passed by a majority vote. The Growth and Sustainability Levy, first introduced in 2023 to replace the National Fiscal Stabilisation Levy, applies to selected industries, ranging from 1% to 5% of gross production or profit before tax.
