President John Mahama has appointed Rev. Stephen Wilfred Arthur as the acting Director General of the Ghana Civil Aviation Authority (GCAA).
Rev. Arthur is an aviation expert with over 30 years of experience. He specializes in air transport, economic regulation, and strategic planning.
In his new role, he aims to support the government's growth agenda for aviation. Safety, security, and operational excellence will be his top priorities.
He plans to enhance Ghana’s global aviation position through innovation and infrastructure improvements. Compliance with international standards will also be a key focus.
Rev. Arthur has worked at GCAA for nearly three decades. He has held various leadership positions during this time.
Most recently, he served as Director of Economic Regulation and Business Development from January 2019 to March 2025. In this role, he led initiatives in policy formulation and regulatory compliance.
Earlier in his career, he managed Business Development and Statistics. He conducted economic audits of airlines and evaluated business plans for air carriers.
He also contributed to air transport regulatory frameworks while working in Corporate Planning and Finance. His work included financial reporting and investment analysis.
Rev. Arthur frequently participates in global aviation policy discussions. He has represented Ghana at many International Civil Aviation Organization (ICAO) conferences.
He serves on several high-level committees related to aviation facilitation. Currently, he chairs the Steering Committee for Advance Passenger Information systems in Ghana.
Rev. Arthur holds an executive MBA from the University of Bradford in the UK. He also earned a Bachelor of Science in administration from the University of Ghana.
He completed specialized training at institutions like IATA and Singapore Aviation Academy. Additionally, he is a fellow of the Global Association of Certified Chartered Economists.
He has led significant initiatives in Ghana’s aviation sector, including consumer protection directives and establishing the National Air Transport Facilitation Committee.
His leadership has garnered respect within air transport policy circles due to his expertise in regulation.
Outside his professional life, Rev. Arthur is the founder of Kingdom Family International, a Christian-based church.
