Deloitte Ghana has warned that scrapping certain taxes in the 2025 Budget could threaten the government's revenue targets due to potential revenue losses. The Finance Minister, Dr. Cassiel Ato Forson, announced the removal of the E-Levy, Betting Tax, and Emissions Levy.
While Deloitte commended new revenue-enhancing measures, it stressed the need for stakeholder engagement to mitigate risks. It also cautioned that raising the Growth and Sustainability Levy for mining firms could hinder sector growth.
The government plans to reintroduce road tolls with a tech-driven system, but Deloitte advised a cost-benefit analysis to ensure efficiency. Additionally, it urged the government to expand the tax net to the informal sector using technology and education.
The 2025 Budget projects GH¢224.9 billion in revenue, with tax revenue making up 80.7% of this amount.
