The Petroleum Hub Development Corporation (PHDC), a state-owned enterprise under Ghana’s Ministry of Energy, is leading the $60 billion Petroleum Hub Project in Jomoro, Western Region.
This initiative aims to establish refineries, petrochemical plants, storage tanks, and port infrastructure to transform Ghana’s energy landscape.
Under CEO Charles Owusu, PHDC secured a $12 billion Phase 1 investment, commenced construction with a groundbreaking ceremony in August 2024, and allocated GH₵200 million for community compensation and resettlement.
The corporation launched a Data Repository Portal to recruit 780,000 workers and developed a Strategic Plan (2024-2028) to guide operations.
PHDC also partnered with Spanish institutions to train workers and emphasizes sustainability, transparency, and global partnerships, cementing its role in advancing Ghana’s energy sector and economic growth.
