2025 budget prioritises health, but funding gaps remain – ARHR

The Government of Ghana's 2025 Budget Statement focuses on health issues. It particularly addresses concerns affecting women and girls.

To evaluate the government's commitment, the Alliance for Reproductive Health Rights (ARHR) conducted a budget analysis. This took place on Wednesday, April 2, 2025.

Benjamin Oppong-Twumasi, ARHR's Programmes Manager, noted some progress in the health sector. However, he pointed out that certain gaps still exist.

He said, "The government has increased health sector allocations. This is commendable but needs clarification." He mentioned that uncapping the National Health Insurance Levy (NHIL) is a positive step.

However, new policies will require more funding. This could lead to a significant financial shortfall.

The 2025 budget shows a commitment to improving healthcare in Ghana. There is a 13.4 percent nominal increase in allocations from last year.

This means GH₵17.82 billion for the Ministry of Health. It marks an increase of GH₵2.1 billion from 2024.

Ms Nana Nyarko Konadu is the Programmes Officer for Policy and Budget Advocacy. She emphasized the need for transparency in resource allocation.

She stated, "The government allocated funds for free sanitary pads." However, she called for a detailed breakdown of costs and implementation oversight.

She also highlighted that mental health services are severely underfunded. There are no significant budget provisions beyond three major facilities in Ghana.

Despite an increase in NHIS funding to GHC9.93 billion, challenges remain. Outstanding NHIS arrears and debts continue to be significant issues.
