On Monday, May 5, 2025, President John Dramani Mahama launched a Code of Conduct. This initiative is part of his 120-day Social Contract. The goal is to enhance ethical governance.
The Code is a 66-page document. It applies to ministers, deputy ministers, and presidential staffers. It also includes the Chief of Staff, CEOs and their deputies, Council of State members, board members, and other political appointees.
Key provisions include several important rules. Appointees must avoid conflicts between personal interests and official duties. They cannot hold stakes in companies that do business with the government.
Appointees are also prohibited from accepting gifts or favors from interested parties. Gifts received during official engagements over GHC20,000 must be declared. These gifts must be surrendered upon leaving office unless the President allows retention.
Additionally, government funds cannot be used for hampers or gift items. Modest gifts may be given to staff as rewards for excellence or retirement.
