Former General Secretary of the New Patriotic Party (NPP), Mr. Kwabena Agyei Agyepong, has proposed major constitutional reforms. These reforms aim to promote inclusivity, strengthen grassroots participation, and enhance transparency in the party's internal elections.
Mr. Agyepong spoke at the NPP National Executive Committee (NEC) meeting at Alisa Hotel in Accra. He outlined three key proposals to strengthen the party’s democratic foundation for future leadership contests.
One proposal is to form constituency caucuses in all 276 constituencies. These caucuses would include current and former Members of Parliament, MMDCEs, constituency executives, electoral area coordinators, polling station executives, patrons, and elders.
Mr. Agyepong described this initiative as a “limited enlargement of the electoral college.” He believes it will boost grassroots participation and ensure broad-based consultation within the party.
To improve the electoral calendar and reduce conflicts, he suggested restructuring the primary schedule. This would involve holding presidential primaries before parliamentary candidate selections. He argued that this change would bring coherence and lessen factional tensions during selection.
“This realignment will create a more logical process,” he explained. It aims to avoid unnecessary internal disputes.
Additionally, Mr. Agyepong called for removing Article 13(9) of the NPP Constitution. This article requires a special electoral college to shortlist presidential aspirants to five candidates. He criticized it as undemocratic and prone to manipulation.
He noted that this structure does not reflect the party’s wider base since it includes fewer than 1,000 members. “A more inclusive system is needed,” he said, emphasizing fairness for all aspirants.
Mr. Agyepong’s proposals are expected to spark significant discussion among party stakeholders soon. Many view this initiative as a timely push for reforms during a critical time in the NPP’s evolution.
