IMANI Africa’s 2024 report suggests President John Dramani Mahama’s promise to limit his ministers to 60 could save Ghana billions in public expenditure over four years.

Franklin Cudjoe, President of IMANI Africa, projects that reducing the current ministerial count from 110 to 50 would save GH¢316.7 million annually in salaries and accommodation.

Over four years, these savings could total GH¢1.27 billion, with an additional GH¢1.3 billion saved from reduced ex-gratia payments, bringing the total savings to over GH¢2.5 billion.

This follows a pattern of fluctuating ministerial sizes, with the NDC at 82 ministers between 1992 and 2000, the NPP at 93 between 2000 and 2008, and President Akufo-Addo appointing the highest ever at 110.
