Former Education Minister Dr. Matthew Opoku Prempeh (NAPO) defended Ghana's Free Senior High School (SHS) policy, responding to criticisms about inadequate infrastructure.
In an interview, he argued that the rollout of the program should not have been delayed for infrastructure improvements, likening it to not waiting for a house to be fully furnished before starting a family.
NAPO emphasized that governance often prioritizes urgent needs, such as expanding access to education, over perfecting infrastructure.
While acknowledging overcrowded classrooms, he argued that focusing solely on facilities would have delayed the policy, denying many students education.
He also highlighted the importance of addressing teacher quality and working conditions alongside infrastructure challenges to ensure effective educational outcomes.
