A group of young men, believed to be National Democratic Congress (NDC) supporters, disrupted operations at the New Juaben South Municipal Assembly on January 8.
They locked the offices of agencies including the National Identification Authority, National Disaster Management Organisation, National Service Secretariat, and the National Health Insurance Authority.
The group later attempted similar actions at regional offices, leaving staff members shaken despite no reports of violence.
Swift intervention by the Koforidua Divisional Police Commander, backed by armed officers from the Counter-Terrorism Unit, restored calm and order.
Although their motives remain unclear, sources link the incident to past actions during government transitions.
Operations have resumed at all affected offices as the situation normalizes.
