Legal practitioner Kwaku Azar is calling for an end to the Ghana School of Law's monopoly.
He stated, "We cannot afford another wasted year. We must end this outdated monopoly now."
Azar urges authorities to allow students to complete training at accredited universities. He suggests administering a national Bar Examination twice a year. This exam should test core common law skills, legal research, and practical abilities.
He emphasized that students are eager to learn and willing to pay. Universities are ready to teach and need the chance to do so. There is both demand and supply in legal education. He questioned why a stagnant GLC should disrupt this balance.
Azar referenced Kenya as a case study. The Kenyan courts declared their law school's monopoly unconstitutional, allowing universities to train advocates.
His Statement:
GOGO Calls for an Immediate End to the Ghana School of Law Monopoly!
1. Legal education reform is urgent:
It is unfair to force all LLB graduates through one institution with limited capacity. Accredited universities have moot courts, clinics, and interdisciplinary programs but are sidelined.
2. Ghana faces a lawyer shortage:
District courts lack lawyers, and initiatives like ORAL need prosecutors. We cannot meet justice needs with barriers in legal education.
3. Kenya has shown the way:
Kenya's courts recently struck down their law school's monopoly as unconstitutional. This opened opportunities for universities to train advocates.
4. A simple solution exists:
Allow students to finish professional training at accredited universities. Administer a national Bar Examination twice yearly testing essential skills.
5. The market is ready:
Students want to learn and can pay for it. Universities are prepared but need opportunities to teach effectively.
6. The time to act is now!
We cannot waste another July or strand capable students again. We must not hinder Ghana’s legal progress any longer.
GOGO says:
End the monopoly NOW!
Expand opportunity NOW!
Reform legal education NOW!
