Prof. Henry Kwasi Prempeh, Executive Director of Ghana Centre for Democratic Development (CDD-Ghana) and Chairman of the Constitutional Review Committee, has called for constitutional reforms to curb presidential appointment powers.
Speaking on Joy FM on March 17, 2025, he argued that Ghana’s governance system is overly centralized, with the president appointing Metropolitan, Municipal, and District Chief Executives (MMDCEs), heads of state agencies, and public boards.
He emphasized that this concentration of power weakens democratic accountability, as local leaders answer more to the president than the citizens.
Prof. Prempeh proposed limiting the number of appointments a president can make, advocating for elections or independent selection processes to ensure a more balanced governance structure.
He believes this change is essential for true political transformation in Ghana.
